People will vote if they think their vote will make a difference, which isn't often. If they get scared enough, they will also turn out. I still believe it comes down to caring. If one cares enough one can find out the information you mention; can judge a candidate or an issue by whatever criteria they wish and then vote even if they cast only a vote for one candidate or office. The party lever now exists in only one state -PA. They don't know the candidates, they don't know the these elected offices do, they don't have access to unbiased information, they don't trust the Parties.<br /><br />So the choice is not 'vote or not vote'. It is 'go and pull the party lever for unknown candidates supported by "the machine" which is bought by big monied interests or just sit it out'.
